[DLL] Fix DLL control themeing

Currently, our DLLs/CPLs that are called via rundll32 don't respond to control themeing. According to MSDN the manifest needs to be ID 123. This patch fixes the issue. Note this does not fix CORE-9689 because comctl32 and friends don't do their part. But this does fix themeing in XP.
