Romanian code page related support

The attached patch brings a set of changes necessary to handle correctly the Romanian diacritics multi-byte conversion. For this it sets in usetup the 28606 wine-shared code page as default (for Romanian). This required a new vga font ("28606-8x8.bin" used by usetup) and an according update in usetup Romanian resource header.
