Cannot change the icon of shortcuts (reactos shows an empty icon list)

    Description

      Hi!

      Testing 70319 reactos version, i try to change the icon to cmd shortcut. Reactos show a dialog to choice available icons, but the list is empty, in windows show a cmd.exe default icon, but in reactos nothing happen.
      I attach a two screenshots showing the problem and debug file, greetings.
