Locale settings remain default until selected the second time

r70396: though locale has been set in the first stage of ReactOS setup, on the second stage there it is already selected in the list, but the setting and example fields are still related to default locale, and settings remain default after install.
However, after the locale is selected again in the same list, they all change to selected locale, and so does system setting after install.
