[shell32] Handle DRIVE_UNKOWN

    Description

      Currently does not handle when an unknown drive is attached to the system. In Windows XP, it will use an icon that is a hard drive that has a question mark on it. This patch (WIP) will add that functionality into ReactOS. However, any CD-Drive or floppy drive without media inserted, the question mark drive will be displayed. There are some patches in JIRA that should fix these behaviors.
