[main] Improve the icons!

This ticket:

• Shrinks the size of main.cpl by 57KB
• Replaces the Administrative Tools icon with icon 1700.ico from shell32. See main.png
• Use a better clock icon (instead of the new appointment icon from the Tango set) for the repeat rate icon
