[cmd] can not scroll with mouse scroll-wheel through console buffer

start cmd
enter 2x "help" to fill the console buffer
Bug: You can not scroll with the mouse wheel upwards to view the history.

On the contrary clicking above the scroll bar works as intended.

No log entries are generated while doing this.

It's not our "cmd.exe" that is broken, because it works as it should when you start it on Windows XP.
