[shell32] Implement SHHelpShortcuts_RunDLL

    Description

      SHHelpShortcuts_RunDLL is responsible for multiple commands such as the add printer wizard, connect and disconnect Network Drive dialogs and other calls. There was a patch submitted in 2005 to WINE but as far as I know, it was never committed. https://marc.info/?l=wine-patches&m=111727224624646&w=4

      I did start my own implementation before I was pointed to this patch.
