Recycle Bin, (files and) folders can't be sent to it, asks for permanent deletion

When we try to delete any file or folder in ReactOS, It first asks to send the file to recycle bin, but we we press yes button, a new dialog appears which tells that the file or folder can't be send to the Recycle Bin, asks for the permanent deletion of the file or folder.

Thus by this, the recycle bin in not working properly.
