Faulty toolbar in the explorer of the desktop

The bug I explains as follows:

First open the My Computer, now in it go to the toolbar up, there will be an upward arrow button as given in the figures, click it.
Now we will be in Desktop, in file explorer view, now, go to File in the toolbar, now as we start going to the new option the pop listbox will close automatically, without clicking anything, the figures shows, now when we again click file and try to go there, now the New option will be blue colored(appeared to be selected), now if we move mouse pointer there, again listbox will close now if we check file again, now there will be 2 New options selected, this procedure repeats itself, without end, you can verify with figures.
