[dxdiag] Minor tweaks and improvements

This patch loads proper strings for the DirectDraw test message box. This patch makes the message more like XP/2003's message box. It also fixes a minor mishap where there was no 32 color 16 pixel icon. In ROS it loaded a 16 pixel icon but in Windows it down scaled the 32 pixel 32 color icon.
