[Themes] Tooltips are drawn as black

Whenever a theme is turned on, tooltips are drawn as black. In XP, no matter what theme is activated, it's the same tooltip background color. It seems to be fine in Wine. I did mess around and I changed the background color of the tooltips and that got it to work. However, it's hack IMO.
