Difference GCC & MSVC build - mouse pointer/cursor shadow

reactOS r71255,
build environment: Win32bit
RosBE 2.1.3
virtualization: VBox4.3.36 with exactly same VM-config

This subtle symptom is indication of something more serious.
From the same sources I create two reactOS dbg builds: 1GCC & 1MSVC.
When booting up the resulting isos afterwards in the same VM,

GCC-built will always show no mouse-pointer-shadow and it also can not be enabled within control panel.

MSVC-build will always show a mouse-pointer-shadow (although control panel tells me it would be disabled and also prevents from disabling it)

Edit:this is unjustifiably flagged against CORE, should be ROSBE.

What's wrong?
