[comctl32] NSIS font draw issue

affected ros 0.4.0 & 0.4.1RC & trunk r71265

This bug is very old and also just a tiny glitch, but a ton of applications using Nullsoft Install System are affected by it, therefore it may still be worth a fix.
I guess it's WIN32SS, CC jimtabor
I am not sure, whether the font placement is just wrong here or whether it's the line drawn after the text while it should be other way round.
Could also be both in combination. see NSIS-font-draw-issue.png
