The last know working mirror for KDE Plasma for Win32
https://ftp.ntu.edu.tw/kde/stable/4.10.2/win32/

You need to use Kde-Win-installer 1.4.0 (or what ever version you have like from here https://ftp.ntu.edu.tw/kde/stable/kdewin/installer/)

This installer has a feature to override the built-in URL for the mirrors list by creating a file named "mirrors-remote.list" in the download path entered on this page:

containing the following one-line content:

http tw http://ftp.ntu.edu.tw/kde/stable/4.10.2/win32/

After creating this line, the installer(s) can be used normally
