REGRESSION RPC/services: ROS start sound does not play even if sound is working

    Description

      VBox 4.3.36 + AC97 sound + reactos gcc dbg r71395

      the ros start sound does never play, but I can play sound fine in media player.
      This never happened to me before within the last 1.5years.

      r71394 r71387 is the guilty revision - maybe it just did unhide something?
