If registry is damaged ( 0xC0000218 ), Reactos on Emergency Manager Services mode don't start too

Please see this bug first ( https://jira.reactos.org/browse/CORE-10043 ). Reactos don't close window from folder at delete it, reset reactos and show a BSOD with 0xC0000218 status, run reactos on emergency manager services and show a gray window only. I think that the registry is damage ( 0xC0000218 ), I believe that Reactos don't should uses the registry values, should uses default values to can start and repair the system, I don't know in the Windows safe mode is similar to this idea.
