Include taskmgr in the bootcd and in the administrative tools menu

taskmgr is a useful application that ReactOS already has for displaying the running processes (in /base/applications/taskmgr) . However, for some reason, it it not included neither the boot CD (bootcd-71803-dbg.7z from trunk builds) nor in the "Administrative Tools" menu where I think it should naturally belong.
