ROS ignores the absence of the EWX_FORCE flag in function ExitWindowsEx

I've tried a few different function calls ExitWindowsEx with the EWX_FORCE and setting without it. The result is constantly the same. EWX_FORCE should be responsible for the forced closing of applications. But the application always force closed, even if EWX_FORCE is not specified. In my opinion this can lead to various kinds of errors. Applications may not need to maintain information and settings, thereby to be able to subsequent starting. In the worst cases this can lead to the collapse of the entire system, if the application upon closing will not be able to make significant systemic changes.
