GNU Octave 4.0.3 : BSOD during instalation

This issue was previously reported by Erdem Ersoy in CORE-9953
but I think it needs a separate ticket. (It has nothing todo with Rapps)

I confirm the issue and sumbit my log with backtrace.

However, this seems to be yet another memory manager issue
