Tested on ReactOS-0.4.2 RC, GA installed.
1) Install GIMP
2) Click on the nonclient area of the main window and drag it around.
3) Release the mouse button.
After releasing the window, the window is released and it doesn't move. You can move the mouse cursor without issues.
However, as soon as you move the mouse over the nonclient area of the main window again, the window gets automatically stuck to the mouse cursor and follows it.
Extra ball:
As said this bug happens when you move again the mouse over the nonclient area of the main window, but it also happens if after releasing you move to any of the nonclient areas of the Layer window or the Tool window.
