Setup - Keyboard layout remains in EN if you choose EN as system language

As said in the title, I tried to install ReactOS with FR keyboard layout but the layout remains in EN even if I selected french during the setup (see screens).

I tried to find the same issue on Jira and I found the following ones: CORE-3028 and CORE-9630

But both are marked as fixed, that's why I created a new report.
