Cannot install D3D support in VirtualBox

    Description

      It doesn't install in Safe Mode. It states that there are no devices for the driver that its trying to install. A debug log is attached.
      EDIT: Additional steps to reproduce:
      I am able to install it in a fresh VM. The issue is occurring when there is a VirtualBox Graphics Adapter installed and trying to install D3D support.
