Localize LOCALE_SCOUNTRY and LOCALE_SLANGUAGE

    Description

      These strings appear in the messages and system settings. But I could not find the resource files. Perhaps ROS at the moment cannot be localized in so much detail. If so, the situation best to fix it. So here are some pictures of the screen with the standard messages to the user that it would be good to translate. If there are other places that make sense to localize, please give this opportunity.
