com:shell32 fails/skips tests due to missing classes

Our com:shell32 fails 115 tests and skips 59 tests due to missing classes along with classes missing things. https://reactos.org/testman/detail.php?id=29726019&prev=0

I think we can do better on this.

I'm going to stubplement most of this (I hope ) and hopefully get more tests to run/not fail. For each class I stub, I'm going to create a seperate patch so it's smaller and easier to review.
