ros taskmgr and Windows taskmgr do not show the same total handle count, when executed on ros

    Description

      This is a regression introduced with r72530.
      We used to be under 1000 active handles - now taskmgr states over 2millions.
      r72550 - Same happens after fresh install.
      Handle-leak or wrong display?
      processes-view looks unsuspicious for running user-mode-processes.
