[EFI] Improve EFI support

    Description

      This patch merely adds stubs for both rosload.exe and rosresume.exe. It adds no functionality and merely adds a starting point. And since UEFI support doesn't show up until Windows Vista, I've had to do my research on Windows 7.

      And yes, I know that the files are also added to the CD itself, but with rosload.efi in there, I wasn't sure.
