    Description

      Implement the EventCreate command-line tool, which allows reporting custom user events in event logs, by using the old-school NT <= 2k3 logging API.
      This tool is also present in Windows since Windows XP.

      (It can be viewed as a "user-friendly" version of the interactive advapi32/eventlog test.)
