Could not start 1C Enterprise 8.3

My setup 1C Enterprise:

1) Error starting installation 1C (1C_Setup_err_1.JPG)

2) selected languages, although Windows has always celebrated English and system language (for me Russian) (1C_Setup_sel_feature_2.JPG)

3) the list contains all languages. And should be only
selected languages (1C_Setup_sel_language_3.JPG)

4) Install HASP (1C_Setup_ist_hasp_4.JPG)

5) During the installation of the HASP error

6) After installation and connection attempts to the database an error occurs
