[shutdown] Use versionhelpers.h for detecting os version

    Description

      This patch uses versionhelpers.h from the mingw-64 project to simplify the detection of the version of the kernel being used. It also makes the return value of the function CheckCommentLength() more readable. Link to source listed below:
