[shell32] Show special folder descriptions in Control Panel

This patch adds the missing strings to shell32 which is necessary to show the descriptions for special folders shortcuts.

I know that the network connections shortcut is still missing the description after this patch but I'm running into some strange issues in 2nd stage with the netshell changes.

Would be great for 0.4.3
