ROS does not restore the position and size of the window if in resize\move time show dialog

    Description

      With this bug I ran into in one of the programs. When I moved the window around the screen it appeared a dialog box. After its closure, neither of which I could not do in the program. The program window continued to "think" that it continues to move across the screen. I am attaching here a small example program that simulates this situation.
