Implement Recycle Bin confirmation management

Recycle Bin confirmation is currently displayed regardless of the setting from user in Recycle Bin properties.

eg : "Ask for a confirmation is unchecked" BUT "recycle bin asks for a confirmation when deleting a file"

Parameter to set is :
