In MM, if cache isn't init on IRP_MJ_CREATE, creating a section fails

    Description

      For FSDs initializing cache for opened file on first read/write (like Ext2Fsd), it's not possible to create a section because our Cc/Mm cannot handle the file. It's especially true for newly created file, where IRP_MJ_READ will fail with EOF, for the others, a hack is already in place (forces a read).
