regressions of r73442: 37temp-files & RAM-increase

    Description

      r73441 was still ok
      starting with guilty rev r73442 we see the following symptoms in german unattended setup:

      1.) after ros setup we have 37files with 0bytes size in C:\reactos\tmp see r73442-tempFiles.png
      2.) commit charge memory consumption increased by 272kbytes

      I think both is avoidable here.
