Paint: handle empty .bmp file consistently [was: Right click on desktop does not create valid bitmap]

If you right click on desktop and select New -> New Bitmap from the context menu, you create a file that ReactOS cannot open, and Photo Filtre 7 gives an error when trying to open. I don't think a valid bitmap is being created by this method. Here is a picture of what Photo Filtre says.
