After launching some apps CPU loaded on 100% and app can't start

When I launching some unsupported by list sowtware apps and/or DirectX required games, process of the app/game loads CPU on 100% and cannot start. At that time sytem explorer brakes and I can't shutdown the system. I forced to kill process of the app/game. For example I used the MarioDash game.
