Internet Explorer 8 for WIndows 2003 Server fails installation

Trying to install IE8 in 73903 from:
https://www.microsoft.com/en-US/download/confirmation.aspx?id=20335

It fails during the setup with a IE installation did not complete and the following trace in the log:
