[7-zip] Extracted Files/Folders Cannot Be Deleted

    Description

      Using 7-zip 15.14 there seems to be a non reliably repeatable bug in the extracting process. This bug only seems to be amplified in 7-zip 16.04. In both versions files and folder extract just fine. However when trying to delete specifically in 15.14 what i observed in reactos explorer is it deleted 3/4 folders but left one empty(deleted sub files/folder but left root).Upon reboot i was able to successfully delete the remaining folder.

      In 7-zip 16.04 the issue appears to be amplified not being able to delete anything. Till you reboot, then even after reboot it deleted all but 2 folders. This time however the remaining folders are empty as observed with 7-zip 15.14. At this point with 2 empty folders remaining i was able to reboot delete 1 folder, reboot delete the last folder. This is however an improvement on the original time i observed this issue where i was unable to delete 1 empty folder no matter how many times i rebooted or tried to even though command prompt.

      Also this all happens with no visual error. The only indication of a error was the first time i observed this issue and was trying command prompt using RD it would say folder not empty using RD /S it would say access denied.

      When trying to reproduce the error i used C:\New Folder to extract to. And since noted in other tickets drag-and-drop doesnt work i used the extract button in 7-zip.

      This was all observed in reactos 0.5 Build 20170226-r73948. Running in Oracle VM Virtualbox 5.1.14r112924.
