RedrawWindow doesn't send proper messages

    Description

      RedrawWindow treats border/borderless controls differently. If a control doesn't have a border, it won't send a WM_NCPAINT message to the window. It also sends messages out of order: WM_PAINT before WM_ERASEBKRD depending on what flags are set.
