Shell does not respond to Shell Icon Size changes

If I change the Shell Icon Size registry key ( https://web.archive.org/web/20170619173023/http://windowsitpro.com/systems-management/how-can-i-modify-size-icons-desktop ) and I reboot, the shell does not respond to the change. When I run explorer.exe in Windows, it works just fine and responds to the change. I don't know if this is the shell hard coding the values or something else but I think it would be cool if we could get this working.
