Program Manager does not update Scrollbar correctly

    Description

      ReactOS 0.4.4 on VirtualBox

      I started the Program Manager and enlarged the window.

      I noticed the the scrollbar at the bottom of the list of programs is stuck at a certain point.

      It happens, if the width of the list is larger then the contents.

      On second thought and after playing around a bit, I think that the scrollbar is not really "stuck", but the scrollbar graphic is simply not deleted once it is not needed anymore...
