Taskbar, horizontal: resizing does not work

      Case 1: (good)
      1.1. Have a (left/right) vertical Taskbar.
      1.2. Resizing with mouse works, up to half the screen.

      Case 2: (bad)
      2.1. Have an (top/bottom) horizontal Taskbar.
      2.2. Resizing with mouse does not work.
      2.2r. Mouse pointer changes to arrows as expected, but Taskbar stays at "1-button" height.
