Start button should have lower case caption when themed (some languages)

    Description

      Concerns English, French, Italian , Russian, Ukrainian, Bulgarian, Lithuanian translations. But German, Spanish, Czech and Polish seem to not have that (judging by screenshots online), not sure about others. Initially in my patch I did not want to update all languages' resources with a new string, but LoadString would always load English variant otherwise.
