Memory allocated for DeviceRelations in HidClassPDO_CreatePDO is one element bigger than needed.

This patch computes correct size for DeviceRelations and allocates space from page memory for it(since IRP_MN_QUERY_DEVICE_RELATIONS request is always sent at PASSIVE_LEVEL).
I also added an assert for collection descriptor length
