PS/2 Mouse doesn't resume after disconnect

    Description

      If ReactOS is started with a PS/2 mouse connected, and the mouse is
      disconnected, then reconnected, the computer has to be restarted for the mouse
      to work again. I have tested this in Windows and the mouse will resume working
      after being disconnected.
