USB mouse and keyboard turn off before fully booting to live environment

I booted into the live CD on my fairly recent 2013 Dell Inspiron 660 desktop. It made it to the welcome screen, but the mouse and keyboard completely turned themselves off prior to getting there. I plugged a different keyboard in one of the front USB ports and that didn't help, it seems.
