Create an "Offline Registry Library"

Create an "Offline Registry Library", as described in https://msdn.microsoft.com/en-us/library/ee210757(v=vs.85).aspx . This should actually be done by leveraging all of our existing code for mkhive so that we can also have such a tool for regular mode (and not just as a host-tool).
