[SHORTCUTS] PATCH: remove dead link to abandoned tool "Snapshot" in start-menu

Same as Windows reactOS is currently perfectly capable to create screenshots via pressing the "print"-button on keyboard and then paste into paint without any additional tool.

It seems we had such a dedicated tool for creating screenshots in the past (system32/screenshot.exe).
However it is not longer part of the solution or deployment.
But we still do create a dead link in start-menu for it.

The following patch prevents that dead link from being created:
