Fix the UserInit pages "separator" line

    Description

      See the userinit_screenshot.png for how the separator line currently looks on Windows 2003 (it looks the same too on Windows 7). This is because it is currently a hacked group-box control, while it should normally be a STATIC control with the SS_ETCHEDHORZ style enabled.

      Note that on ReactOS: userinit_in_ReactOS.png, for whatever reason, the group-box control is not drawn correctly (contrary to Windows). I cc jimtabor in case you know from where the problem may happen?
